and the side that san francisco needs to be a bike friendly city but when you look at the funding it's neglected and when you look at it it's half of what is needed and after the deaths of emily and others i along with other bicycle advocates and others felt pissed off there's not enough work done to make our streets safer or even to follow up after deaths happen and i think this hearing is coming out of much of that intense frustrations and also being pissed off as well. i have been looking at different studies from five years ago from mayor newsom's administration to other bike strategy proposals by the mta and even surveys by the san francisco county transportation authority that show that 2/3 of the city want significant increases in bike funding and 1/2 of those surveyed by the transportation authority want aggressive increases in funding so we're here today kind of thinking about the demands from not only bicycling advocates but the vast majority of the people in the city as well and we are looking at this report that compares us to other cities and if we like to think of ours

that not only the tower, not only this man-built edifice here is a symbol of the city but also the green space on which it sits and the hill to which is rests. to understand them, you have to understand the topography of san francisco. early days of the city, the city grows up in what is the financial district on the edge of chinatown. everything they rely on for existence is the golden gate. it's of massive importance to the people what comes in and out of san francisco bay. they can't see it where they are. they get the idea to build a giant wooden structure. the years that it was up here, it gave the name telegraph hill. it survived although the structure is long gone. come to the 1870's and the city has growed up remarkably. it's fueled with money from the nevada silver mines and the gold rush. it's trying to be the paris of the west. now the beach is the suburbs, the we will their people lived on the bottom and the poorest people lived on the top because it was very hard getting to the top of telegraph hill. it was mostly lean-to sharks and bits of pieces of houses up here in the beginnin

to thank pat muligan from city build in particular, for all their hard work in the workforce component on that as well. we are confident that san francisco's program can now move forward and be successful. we've seen countless programs up and down the state of california and nationwide operates successfully now for years with no threat of it being shut down, we want to protect property owners and give them the comfort they need to part pate. our governor jerry brown passed in his budget reserve funds that will address sfha concerns and make sure that they are not impacted by pace impacts mere in san francisco, we will be participate ining the state reserve fund so that our property owners are fully perked. green finance sf is the environmental solution we've been searching for in san francisco that will build out local energy sources and will create local jobs, it will reduce the adverse effects of climate change, make it easier for property owners in our neighborhoods make energy efficient upgrades to their homes. we have more work to do and colleagues, i hope you'll join me and many

for a sound test. because it's our fault that to hold them up is not fair and again, we checked with the city attorney we're not breaking any laws it's our standard practice to put a d b number into a sound test to let the venue know whether they're in violation of that or not but in lou of having the person not being available the standard is can i hear it outside or not. to be honest that's how the police did it before there was a entertainment commission. they did a have sound officer but he often didn't have a meter so i guess i reiterate that so you feel somewhat comfortable we're not suggesting permits with no sound levels set we're setting a high bar but not holding up the process and we'll be able to bring that down >> so in keeping with that and the fact we have civil certificates to serve the public and if something is our fault i'd like to move that we issue the 6 permits place of entertainment permits until such time as the entertainment commission has a sound officer. that's my motion >> there's a motion is there a second. >> second. >> all right. any further discussion abou

. the dashboard system today is a series of on going support of various health plans. today we'll look at our city plan through 2013. we'll be looking at the merging cost and auto utilization for our active and retirees. the majority of the participating city plan are in the retirement program. the numbers look very good for this group of folks. in contrast, the membership has decrease in our active early retiree pools and those that have either catastrophic illness and those with no other options live outside of the blue shield or kaiser service areas. so, what we've done with this particular dashboard is really conducted a deep dive in our areas of concern. so to that end we are not looking at necessity depth of our retirees. our areas will look at the areas of concern in the active city plan as well as our early retiree. in the report contents, again we'll be looking at our claims and auto evasion -- utilization for inpatient and outpatient and numbers that we do in the dashboard and we have that separate analysis where we have separated out the heche population to use as a comparative and so

to deliver to the city. my question is really -- i don't know, this took a long time to get here and i'm glad that we're here and we're going to actually have good meters throughout the city because most of the city now still has coin operated meters and it's really -- it makes it harder for people to pay. i know that when you transition to the credit card meters and the remote reloading meters, you end up increasing meter revenue and decrease ticket revenue and that's a positive thing. people can decide that they're going to park and pay and they know what they're going the pay and they don't have to have sort of the anger that people -- and the surprise that people get when they get hit with the 75 or 90 dollar ticket, so i think this is long overdue, i'm glad that all of the meters, the coin meters as well as the original generation of credit card meters which have some issues are all going to be replaced with new technology. it's going the make it easier for people to park at meters, they're going to be able to quickly pay, they're not going to have to remember to carry quarters with them

the same this year as last year. we went to city hall, laguna honda, san francisco general, and unified school district and the airport. we went and took applications and answered in other departments. we went to the an heche open enrollment along with the hsf director. the abs employment specialist helped us with the management cafeteria plan to remind them to turn in their changes. on the next slide it's showing a comparison of applications we received this year versus last year and as you can see at the end of the month is when we get all the applications. the next slide is an open application processing compared to the applications we received versus what we are able to process at the end of that day and we process into 2 weeks of november. one thing i would like to note in this slide issed red asterisks. there are four 1/2 days where we are unable to process because the system is down for payroll processing. we have three of those in a biweekly basis in a month. on the next slide, it's showing you the typical inbound calls for the year and that is very similar to last year. the las

describing as a, quote, historic ice event. i heard his teeth chattering a bit. brian, live in new york city with more. how bad is it now? >> temperature is 32 in midtown new york, that's cold enough here. it feels colder than that. in some parts of the nation it's definitely below freezing. the winter storm wreaked havoc in and around areas of dallas, texas, little rock, arkansas, memphis, tennessee. it's bringing dangerous winter mix of rain, sleet, snow to cities on the east coast and mid-atlantic states. new york city, boston, baltimore, philadelphia, and washington, d.c. will be dealing with the storm throughout the day. going into monday morning, if dallas, texas, is any indication, this storm's major threat is ice. the winter storm or friday and saturday causing dangerous icy conditions in dallas leading to power outages, flight cancellations, traffic accidents and tree damage. ice up to four inches thick was reported on one interstate. at one point there was as many as left without power in frigid temperatures. that number wording to encore power and light there was down to about 40
